I'd probably care a bit more if I didn't already own Virtua Fighter 10th Anniversary, which was included as an added bonus in Virtua Fighter 4: Evolution in the States. If this was a port of VF 4: Final Tuned then that's understandable; as the circumstances stand, it's not, and releasing the same game that's readily available is rather cheap. In this instance I'd rather save $5 when pre-ordering Virtua Fighter 5 than receive the same game twice.

I think that Japanese gamers always get the better pre-order items/bonuses. From my experience, you usually don't get anything special by pre-ordering anything from GameStop; it seems like only in recent times are they providing figures with games -- Lost Planet for example. However, when I reserved FFIII (DS), Gran Turismo 4 (PS2), etc., at Gamestop, I didn't get anything at all.

Because of this, I import most of my games, especially when the pre-order bonus is really cool.
