The official Japanese Persona Twitter account has confirmed the arrival of Persona 5 R news on March 23, 2019. It noted that people can expect information on the follow-up will appear after the Persona 5 the Animation: Stars and Ours airs on 8:00pm JST.
Here is the official tweet. Persona 5 the Animation: Stars and Ours is one hour long and will run until 9pm JST. After that, the Persona 5 R news will appear via a commercial message, which will also be announced. This means we can expect that to appear hopefully right at or around 9pm JST.

As a reminder, the Persona 5 R teaser site is open. It launched back in December 2018 and said an announcement would arrive in March 2019. Also, Sega Fes 2019 will be held March 30-31, 2019.
Persona 5 is immediately available for the PlayStation 4.
