Atlus makes it clear that the first print will be limited so if you really want to get a Raiho make sure you pre-order. Unlike the stuffed Teddie the Raiho will not be sold separately. The Raiho plusies were limited in Japan too where they were given out as a pre-order gift only by Konamistyle.
