You can get Water That Failed To Transcend from the new Hydro Tulpa World Boss. You can find this encounter near the Chemin de L’Espoir in the Beryl Region of Fontaine. As for Lakelight Lilies, they’re available in the new Erinnyes Forest region.
The HoYoVerse interactive map is great for helping to find them. As a general rule of thumb, Lakelight Lilies spawn around lakes, big or small, so just follow the water sections in Fontaine and you’ll find them growing in clumps.

As for the Justice Talent Books, they’re available in the Pale Forgotten Glory Domain on Tuesdays, Fridays, and Sundays. Aside from Furina, Freminet, and Charlotte (who also made her playable debut in Version 4.2) also need them.
Genshin Impact is now available on the PS4, PS5, Windows PC, and mobile devices. You can pull for Furina in Genshin Impact only when the “Chanson of Many Waters” Event Wish is active.
