How does Xueyi work in Honkai: Star Rail?
Xueyi’s kit revolves around her Karmic Perpetuation follow-up attack. Whenever she or an ally reduces an enemy’s Toughness, she gains a stack. Once she reaches the maximum amount of stacks, she’ll launch a follow-up attack. This attack will hit an enemy multiple times for a percentage of her ATK.
She can also reduce enemy Toughness with her Ultimate, even if the enemy does not have a Quantum Weakness. Instead of building her for pure Quantum DMG like you would Qingque or Seele, you should also keep the Break Effect stat in mind. This is a good Light Cone for Destruction characters so long as you can manage the HP requirement. It naturally boosts the wearer’s DMG by 20%, but the wearer can deal an additional 20% if their HP is equal to or lower than the enemy’s. Even if you ignore the extra 20%, this is a pretty good way to boost Xueyi’s ATK and DPS potential.

When you are choosing Relics for Xueyi, you want to prioritize her Crit stats, Quantum DMG, and Break Effect. You can also unlock a Trace, Clairvoyant Loom, that will help her deal more damage based on her Break Effect. Since Talia is a really good Planar Ornament Set for her, you’ll want to have at least 145 SPD. So you should also prioritize giving her some good SPD Relics.

This is a good Planar Ornament Set for boosting Xueyi’s ATK. Like Talia, you need a minimum SPD threshold to enjoy an additional boost. In Space Sealing Station’s case, you only need 120 SPD. - Inert Salsotto
This is also a good Planar Ornament Set but specifically focusing on Xueyi’s follow-up attack. It also helps to increase her Crit Rate, which is something that you’ll want on her anyway. Unlike Talia and Space Sealing Station though, Salsotto will not do anything unless you have a minimum of 50% Crit Rate.
