The prices for next-gen games are a little steep. Take NBA 2k7 for example; it costs $59.99 for Xbox 360 and yet they fill it with in-game ads (Gatorade and Toyota). I haven't checked the XBox Live Marketplace, but I'm sure they sell items for this game. If I'm forced to have a Gatorade bottle blocking my view of the court when I'm playing, there's no way I'm forking over more cash to "complete" my game. I agree with the_importer. Having to pay extra when you already paid full price for a game is almost criminal if you ask me. If they want me to pay for these, they'll have to start dropping the price of their games first.
