I'm sure Microsoft wouldn't want to steal away any of the thunder from Crackdown's release, which I'm sure having the Halo 3 demo ready by then would possibly do. I suppose they want gamers to have more of a hands-on time with Crackdown than simply focusing squarely on the Halo 3 beta.
