The initial arcade roster of Street Fighter IV contains all the fighters found in Street Fighter II with a handful of rookies like Rufas. However, the number of playable characters may be greater than the sixteen characters Capcom revealed thus far. In an interview with Famitsu, Yoshinori Ono, the Producer of Street Fighter IV, mentions new characters might be coming to home versions.
No specific characters were announced, but Famitsu has concept art for Fei Long and Dan. These “new” characters could come with the retail release, but Capcom also has the option of using microtransactions to sell extra characters from their moderate sized database of previously used characters.
Personally, I would pay for Akuma, Fei Long, Eagle and Ibuki. Are there any characters you would pay extra for?

Eight more characters to go:
Dan & Sakura from Street Fighter Zero
Fei Long & Cammy from Super Street Fighter II
Alex & Dudley from Street Fighter II
Gouki and Evil Ryu (or probably Gouken) as additional bosses.
I don’t mind paying for extra things like alternate costumes or stages, but paying for fighters? In a fighting game? I sincerely hope this won’t be the case.
Cammy in an instant! I’m surprised, considering her popularity, that she wasn’t announced for the Arcade version. It would be a travesty if Cammy was not in the home versions (DLC has me worried, because I would be playing this on a PC). Plus, chronologically, she would fit with where SF4’s timeline.
A couple others would be Sakura (in a college uniform, to show that time has passed), Ibuki, Makoto, and Fei Long. I’m guessing that most SF4 characters won’t appear though.
We were promised more girl characters! Why is SF4 such a sausage-fest?!
The 90’s ring a bell for ya’ll? I’ll take it over the “Buy the new SF2 Revisions for full price” any day.
And still, Day F’in 1.
I’d probably pay. It’s Street Fighter after all so I can’t see myself avoiding it for long. I really, really do want to see Fei Long though.
I would pay for original characters such as Gouken, or old-school revived characters such as Sakura and other alpha fighters.
So far, the SFIV character roster does not intrest me. The only way I’m going to seriously get into this is if I see lots of new content for the characters. (Seriously, why cant Ryu get a new costume?!)
I would pay for new characters like Yun, Makoto, Ibuki, Akuma and Sakura.
I think it would be a horrible idea. At this point in time it seems like it is a shiner version of SF2 which is awkward because they are doing it two different ways, in 3D and redone with Udon. These characters need to show some growth so the fact that they still have the same costumes is sort of weird for some of the characters. If they want to stay in league with the likes of DoA and Soul Calibur they are going to need to right off the bat include some people from Alpha get the rest of the New Challengers in there and have at least 2 costumes for every person. If they did all of this then I would consider purchasing some new characters online but only then.
i prefer my fighters with one costume in multiple colors. i don’t like all the dress-up in tekken and vf, and the p1/p2 costumes in sc compromise the integrity of the character’s design. i never liked how maxi went from brunet to blond with a totally different outfit, same for setsuka. rather than adding to the game, i find it detracts from it. additionally, i’d say that a character should be immediately recognizable and the best way to do that is to have them always maintain the same attire and posture.
I agree with those that ask for Cammy, it´s one of my favorite characters of SF (along with Ryu, my personal favorite, and Chun-Li). Ibuki, Sakura and Akuma would be great as well.
As for microtransactions… I hope they don´t do it… Personally, I would even prefer to pay for a new retail version with improved gameplay mechanics, new characters and other extras rather than pay to download a new character or costume.
ALL the new challengers? I hope not.
I think Cammy (as I stated earlier) is a logical addition to the game, and Fei Long is also interesting enough to warrant inclusion in the home version. But Dee Jay? T. Hawk? Is anyone really begging for these characters to return? I’m sure they have their fans, but I personally never felt that these two ever really added much of worth the SF2T. Why would SF4 be any different?
The characters that get included in a home version will likely mimic those that most of us have named in this topic: Dan, Sakura, Akuma, Cammy, Fei Long, Ibuki, Dudley, Alex, Makoto. We know that not all of these will make the cut, but a good number probably will.
Regarding alternate costumes, I’m with thaKingRacka: let’s keep it simple. I could see it for Cammy or Chun-li, who already have alt costumes from the Alpha games, but very few others. What on Earth could Ryu possibly wear besides his usual gi?!
I would easily pay for:
Ibuki, Alex, Yun/Yang, Mokoto, and Dudley from SFIII
Cammy, Fei Long, and Gouki/Akuma from SFII
Sakura and Dan from SFA

i really don’t want to pay extra for any if i can avoid it. i hope they don’t nickel and dime us for extra characters. in the past, they’ve been good about giving extra characters for the console versions. dc alpha 3 comes to mind.
