The ESRB says Studio Zan is publishing it. There is a European release in the cards too which could be the same translation is based on.

Robot Alchemic Drive had a neat control scheme that worked really well in the game for controlling your mech.
Remote Control Dandy SF looked very similar to it, as well.

Haha, you voiced my thoughts exactly. I always thought of Overturn as a simplified Virtual On, but no on else ever made that comparison!
