I have a feeling this is more than just the expansion. Maybe the anime too? Maybe they were waiting to bundle it with an additional expansion? I have difficulty believing Atlus Japan wouldn't readying something new to capitalize on the anime as well. Even if it's just fes I'm completely stoked.
