Freedom Wars’ Western Release Will Have 50 Cities Instead Of Japanese Prefectures

By Ishaan . July 7, 2014 . 10:31am

In Japan, Freedom Wars has a mode called City-State War, which features 47 Panopticon prefectures, based on Japan’s 47 prefectures, with each one competing with one another for resources and development.

According to the Nick Accordino, Associate Project Manager for Freedom Wars’ North American release, in the English-language version of the game, the City-State War mode will not use Japanese prefectures.

Over on the PlayStation Blog, Accordino stated in the comments section: “We won’t be using the same prefecture system – we’ll be using an alternate list of 50 cities from throughout the globe to represent all of the Western Panopticons out there. (And of course, you’re free to choose which one you’d like to represent.)”

Freedom Wars doesn’t have a release date in North America and Europe yet, although Sony have said they plan on releasing the game this year. North America will see a retail release while Europe will get the game as a download-only title.

  • urbanscholar

That’s pretty neat. You can literally represent your city

    • Rafael Martines

It there is a Brazilian City, I’m ok with that :P

  • Way to engrishfry the game, not that im complaining,

    • otakumike

I actually prefer this, more inclusive to different countries. You might actually be able to represent where you live.

      • God

I doubt there will be a Chilean city…

        • ValeRoth

No probs God, we may have “Santiago”.. since Iquique, Temuco, Calama and all others cities have never existed in games :'(

          • God

Heck, Chile doesn’t often exist in games, they just make Argentina bigger.

        • otakumike

Well the guy did say cities around the globe

          • God

To videogames, Chile is not part of the globe, it’s territoy is instead occupied by Argentina.

    • FitzpatrickPhillips

Its called a localization. Don’t like it? Learn Japanese.

      • TheEndlessSlaughter

It’s called preference. Don’t like it? Learn to filter out opinions, because there are millions of different ones and none of them worse than yours.

        • FitzpatrickPhillips

It has aboutely nothing to do with preference and nobody was talking about their preference. They’re localizing the game, not doing a direct translation. And that’s a fact.

    • God

Hey, Europeans actually doing something instead of bitching! It’s a miracle!

      • Hexodious

I wish I could say the same about America.

        • otakumike

We already speak loud enough with our wallets. :)

          • Lastlight

            Dat burn lol

        • God

          *USA, only they bitch.

      • Guest

I wouldn’t call signing an online petition “doing something”.

        • God

Why not? It’s better than the usual bitching and moaning.

    • Sentsuizan_93

Funnily enough, I asked a staff member at GAME about Freedom Wars’ release. Still available for pre-order to my knowledge… I even have my pre-order issue with me.

    • Schiller

Just import the US Edition :>

      • DizzyGear

The game has an online pass making it rather import unfriendly.

    • DizzyGear

I still cant believe SCEE deems Pets worthy of a retail release but not not one of the biggest 1st party Vita releases of the year.

      • darke

Wouldn’t surprise me if Vita Pets outsells Freedom Wars myself. Casual is a totally different demographic and a much larger one as well.

    • Namuro

Ah sh*t, I really need my eyes checked…

I thought you said ” European vibrators” there…

      …What’s wrong with me…?

      • darke

No, your eyes are fine; I read that as vibrators as well. I would recommend hyphernation rather than concatination to the the OP in future. :P

  • Samuel

Hope peoples don’t stack one team.

  • Go2hell66

people will be real butthurt if their city isn’t there

    • God

I don’t think my country will even get mentioned in the game, but what can you do…

      • 古戸ヱリカ

Heaven doesn’t often pop up in games.

        • Vyse_the_Stampede

True, compared to Hell, Heaven is truly unappreciated these days :(.

        • God

You don’t play many RPGs, do you?

    • Mika Moreno

It’s probably going to be major cities (Paris, London, New York, etc) So i don’t think people will be that upset.

  • Raine

And then Nevada has Mount Fuji in it, and somehow, the Diet Building is in Washington D.C

    • SMT

This is Phoenix Wright all over again :P

      • ZnTxn

        Except it isnt.

While there’s a prompt at the beginning of the game. None calls the Panopticon you are in by the prefecture/city name. So it’s mostly a cosmetic choice intended for multiplayer.

        • Raine

Oh good, I was afraid there for a second.

  • And yet the game is still in Japanese with no English dub. Way to fail.

    • God

      Why exactly?

      • Marcelo Gouvêa

        > Change Japanese locations to Western locations
        > But keep characters speaking Japanese.

        Y’know, doesn’t that sound *a bit* off?

        • 古戸ヱリカ

          Moshi moshi, George Washington desu.

          Nope, sounds fine to me.

          • Lastlight

            Seems legit lol

        • Hexodious

Hard to add dub when Freedom Wars uses a voice synthesizer.

          • ninjabart122

Tomodachi Life did pretty well with handling that.

          • Lastlight

            That supports English

          • tubers

            Maybe Engrish?

        • Go2hell66

Well they do it in anime all the time. Got people in africa talking perfect japanese

        • DaiRaiOh

It’s only for multiplayer. Characters aren’t going to be speaking much anyway

    • Mika Moreno

I prefer Japanese voice acting. It fits the characters better, what’s wrong with that?

      • Somebodyissilent

Some of us prefer English voice acting because it helps us connect with the characters better, what’s wrong with that?

        • Mika Moreno

I don’t understand how a language would help you connect better. It’s just a way of speaking, but i never did say there was anything wrong.

          • Lastlight

            Two scenarios
English person talking to a Japanese person (Doesn’t speak English)
English person talking to English Speaking person
Who would the English Person connect more with?

Now replace talking in the scenarios above with listening

At least that’s how it would work for me

          • Revorse

lol wut? Of course speaking a similar language helps connect.

          • Somebodyissilent

What? How do you not know? It’s an unspoken bond in a way. I’m sure most people in the world feel left out or like an outcast when around people that can not understand them or that they can not understand themselves.

      • Warboss Aohd

some of us merely dislike Japanese voice acting, just as you dislike English VA.

        • Qunton C.

As someone who knows Japanese, im in this boat. Too often japanese VAs over-act while also refusing to break from established vocal archetypes. No one I’ve ever heard speak normally in Japanese gets anywhere close to the cheese or forced “Moe” present in Japanese media.

          • randominternetperson

And do English speakers normally talk the same way as English VAs? They are terrible.

          • Lastlight

            What the hell?!!
The reason people hate English VA is because the aren’t as dramatic as their Japanese counterparts.
That is why I love English VA…they actually sound like they are having a normal conversation and show the proper emotion when it is needed

          • Warboss Aohd

thank you! those high pitched moe voices hurt my ears.

    • that’s a good thing lol.

    • ZnTxn

Is just a multiplayer option that was made to add some immersion to Japanese players.

It makes sense they changed it when releasing it worldwide, so you can choose the region that you’re from.

    • Kornelious

There is no English dub? That kinda stinks but that seems to be what Sony has been doing lately to save money…..I just hope that the In-Mission comment’s will have subtitles….

  • Lemski07

  • Shippoyasha

Not really seeing the point of that. Oh well. That onigiri you’re holding is suddenly a hotdog.

    • Tony F.

      Eat your hamburgers, Apollo!

    • hiroy_raind

It most likely means that English and Japanese player will be playing on different servers, if not at least for the prefecture wars.

    • Callonia

      Mmm hotdogs!

  • Hexodious

I doubt The Netherlands will be in it, guess hey. When was the last time Netherland was relevant? Thought so.

    • Schiller

Amsterdam is VERY relevant to my life though.

    • charles

Doing pretty swell in the world cup.

    • Warboss Aohd

ironically enough, The Netherlands was one of the countries Japan declared war on in WW2. (I Think, i could be wrong.)

  • Jettythesunfish

Oh geez. Are they really pulling a 4kids on this game? Are we gonna have Japanese food replaced with Western foods?

    • Rayhan PromisedGallery

they’re gonna replace smoke with lollipop

    • Mika Moreno

While i too don’t like Americanization, this change makes perfect sense. Most westerners don’t know about Japanese prefectures, and would be lost. And i think the cities is a cool idea. They did this with the Asian localization too, but instead of cities it was countries.

    • DaiRaiOh

You do realize this makes perfect sense to do, right? Do you think people are going to be able to play multiplayer and be able to refer to Japanese prefectures on the fly in the west?

    • ShadowDivz

That’s a mighty fine sandwich your eating brock!
I especially love the seaweed wrapper and lack of bread.

      • Jettythesunfish

Nothing beats a jelly filled donut!

  • ZnTxn

    >All these comments about americanization
City-State War is not the main game, just a multiplayer option. It doesn’t change a thing in the story.

    • Jettythesunfish

Oh is that all? Well, nevermind then.

    • Rose Spinoza

Yep. And Ah geez. All the coments in this thread are pretty embarassing to see >_>….
Though, to be fair, I guess not everyone knew about this multi-player mode, I’ve just been following this news for the game for a while. (I was actually expecting different US regions for the city-state mode.)

    • Shippoyasha

I’m curious about the freely choosing of representing panopticons. Such vague language there. Doubt it’s a big deal though.

    • MaximDualBlade

its the same thing as the factions in Delta

  • That’s rad. It’s cool that they’re acknowledging the global audience, and expanded the game’s fiction to include Panopticons elsewhere for this mode.

  • 3PointDecoupage

How come everyone in the game wears headphones?

    • ZnTxn

Well, they need to hear orders :V

Main reason my God Eater 2 avatar has a headset.

      • Suicunesol

Probably can’t hear things around them, though. Ear buds would still be better.

        They’re headsets because they’re stylish.

        • gk2012

Yeah, so you can get killed when you re-attach them every time they fall off. Which is like 90% of the time.

        • tubers

At least it has a bit of cranial protection xD

    • freestylinyoshi

You can change it to other things

    • Shippoyasha

      Just as PLANNED.

    • HentaRobot

They’re listening to Panopticon idols songs

  • zuuum

Wait, 50 cities for America AND Europe?o.o

  • Dylan

I hope America still gets a “Idol Group.” Maybe we could just call it a “Girl Group” in the west?

    • DizzyGear

Maybe the UK gets the Spice Girls

    • Warboss Aohd

i hope to Mork we don’t

    • ShadowDivz

“What do people like in the west?”

      “Justin Bieber!”

  • TheCynicalReaper

I was confused at first but this is actually a good idea. It also gives the online in the West a different identity than the one for Asian regions, which is nifty.

Use your imagination and you can find it more immersive.

  • Somebodyissilent

Why change it? The game is still dubbed in Japanese, why would the Western Panopticons speak Japanese and not English?

    • ninjabart122

I think it’s more sensible over having to have the budget to dub the game for several different audiences. Like a Multi5 thing.

      • tubers

IDK about that. Sony may have to buy a lot of Voice Synthesis program to dub multiple languages on top of different speaking VAs. Not to mention programmers that will polish each synthetic line.

The game has quite some portions of Japanese speaking Voice Synthesis/Synthesizer in the solo campaign.

They’ll also have to get licenses for each since your Android has customizable voice responses.

Doesn’t sound feasible. I doubt Sony would risk that much budget.

I bet there’d be a lot of complaints too if Sony even dubbed them all in English except the voice synthesis portions; “WAH! Unfinished dub!”.

    • Lastlight

I hope the release English VA as a Add-on or something

      • Somebodyissilent

Yes, I would gladly pay for it. Plus it’s only fair after the number of times that the Japanese VO as been made DLC.

    • Kumiko Akimoto

Because it has more to do with the just overall translated beyond just the voices.

    • freestylinyoshi

Let me tell you why. Because if they had to invest money “dubbing the game” , we wouldn’t get it at all. Sony America doesn’t want to support the Vita to began with; do you think they care to dub any game for it?No.

Reading is not a big deal. The less work they have to do the more we get.

      • Lastlight

Soul Sacrifice Delta is non existent…..

        • ZnTxn

To be fair, half of SSD was already dubbed. They just had to record extra stuff like the Bazaar and new story pacts.

          • Somebodyissilent

If they did not care they would have left it as text.

          • ZnTxn

I’m not saying they didn’t care. Just pointing out that half of the voice acting was already done.

          • Lastlight

They still added in plenty of voice acting though

          • freestylinyoshi

It had a lot of “Voice Acting”, because that company decided upon it.

I’m not saying Vita games in-general ; won’t have dubs, I’m saying, Sony America, specifically is less likely to do so. So, unless the company does it on it’s own, with their own funding…

I suggest everyone just use kick-starter to fund player request. Or to fund AAA Anime games.

Could you imagine a game developer going “all-out” on an Anime inspired game. ( not making it a fighter )

          • CRUSHING

“That company” is Sony. They published it, they paid for it. Soul Sacrifice (and Delta) were dubbed because Sony paid for it. MYTH BUSTED, now stop whining.

          • freestylinyoshi

You don’t understand the difference between Sony America and SCE Japan Studio?

It was dubbed because Keiji Inafune made that decision.

            No one is whinning.

Try not to be one of those simple witted people.

          • CRUSHING

The difference is irrelevant. Even if Japan was the one who decided on the dub, then your claim that SCEA chose not to dub it would make no sense, you would need to be complaining about SCE in general.

          • freestylinyoshi

Those with an understanding of Business, would be knowledgeable of it’s relevance.

Now, before you say, ” Business is my major…bla..blah blah…” I don’t want to hear it, because, if you can’t grasp this, then your probably not that far.

If you understood , then it would all make sense.

            Different Divisions – Why?
Different territories : With a difference of opinion
Because each perceives their consumer’s differently

By the way, I said “Keiji Inafune” made that decision . Please pay attention.

        • freestylinyoshi

Soul Sacrifice wasn’t a Sony project was it?

          • Lastlight

I think it was co-developed by a branch of Sony
            with Comcept

          • freestylinyoshi

            No, it wasn’t.
            Well, yes and no.
            SCE Japan Studio
But, it’s Sony America that’s the problem.
The Western Branch of Sony , does nothing for us.
They like to play it safe, which is why the only Japanese games we get are Naruto, Dragon Ball and sometimes One piece, they rarely take chances.

      • Somebodyissilent

Reading is a big deal. It’s an action game. You know someone is gonna talk during a battle or cut scene. I don’t wanna miss the action reading. To say nothing of the people who have reading problems. What are they just out of luck?

        • freestylinyoshi

It doesn’t matter , it’s all about profit for them.
If Freedom Wars sales good here, then they will invest time in it, but as you know, no one takes risk anymore. It’s a rarity.

          • Somebodyissilent

Yes but they will lose sell due to the lack of a dub.

          • ninjabart122

No offense, but the whole “No dub = no buy” thing is stupid to me.

I think the gameplay and story comes first in a game. As long as I know what’s going on, the characters can speak in a made-up language and I wouldn’t think that’s a problem.

You know, like Gravity Rush! Gotta love that pseudo-French language.

          • Warboss Aohd

i have not purchased games because of the lack of dub. I’m not the only person who does this.

          • DaiRaiOh

He’s not saying that nobody does that. He’s saying that doing so for that reason is just stupid. Which it is. It is very stupid.

          • Warboss Aohd

perhaps, but that’s just how me and other are.

Orks and Humies are weird like that.

If it makes you feel better, i don’t apply this to ALL games, only to games i’m not completely interested in, i still bought Warriors Orochi 3 for instance and plan on getting the PS4 version.

          • ninjabart122

I know that. I can see why people would want an english dub in a game. I just don’t think it’s nice to remove all interest in something because something that isn’t what hooked you in the first place is missing.

If a feature of the game is removed due to localization, then I think that’s a valid excuse for not buying something.

          • LuxbeyTheMechromancer

I’ll buy sub only games (Ultimate World R for example) and love them. I honestly hate that it’s sub only but as long as it’s a great game, does it really matter?

          • Somebodyissilent

Gameplay and story are important, but if you can’t enjoy the story because of some reading disability, you are only getting half a game.

          • DaiRaiOh

I want you to re-read that sentence.

          • Somebodyissilent

I think I may have a reading disability. That or I’m just lazy. One or the other.

          • Guest

It could help if the subtitles were well written

          • Qunton C.

As silly as “dub only = no buy”?

          • ninjabart122

I bought games like Rune Factory 4 and Conception 2 even though I had gripes with the dub only, and I thought they were pretty decent.

Though I have to say, a side character in Conception 2 named Luce had one of the best voice there.

Both dub/no dub groups can get pretty bad though, but I feel that the the worst of the group are those who are willing to abandon a game they were probably interested in because of “m-muh seiyuus/VAs…”

          • freestylinyoshi

            Would you rather
            A) Have no games
            B) Miss out on the Japanese games because no-one will dub them
            C) Have all those amazing Japanese games with English menus , increasing your inventory and the probability of getting more.

          • freestylinyoshi

I’m going to explain it as a whole. Sony America (West) doesn’t want to invest highly in the Vita.
            Which means

They don’t want to spend money to dub a game or to
dish out retail versions (disk based).

This is how they save money, but also stop you from saying “there are not games”

If you haven’t noticed…this is why a lot of Vita/Anime games are Digital only.

          • Lastlight

But they spend the money to translate the whole thing?
            Seems legit…
To me its not a matter of money rather they are too lazy and are covering it up with the ‘we want to keep the local flavor’ excuse.

          • freestylinyoshi

While that’s also true, it takes a lot of cash to Dub. Finding and Casting different Voice actors. Etc.
Their willing to do so for the bigger systems, but not the Vita

          • shadowind

I’ve never understood the fucktards at SCEA and their dumbass decisions when it comes to Japanese games and the handheld consoles like PSP and Vita.

          • Somebodyissilent

We already miss out on the Japanese games because no-one dubs them….

        • Scrooge_McDuck

“There are people who have reading problems” is a very weird argument to make…

          • Somebodyissilent

Still has to be made. What are dyslectic people out of luck?

          • Scrooge_McDuck

Well yes? What about people who can’t see? What about people with no hands? It’s unrealistic to expect a company to cater to every people’s problem.

I’m prone to motion sickness and thus can hardly play the Witcher with all its camera shaking. Tough luck.

          • Somebodyissilent

So yes, screw those people. No need to add a dub to make them or the people who like dubs. They can suck it. Don’t need their money.

          • Scrooge_McDuck

Of course. Prioritize. Give and take. It’s not like they need to play the game anyway?

A game sinply cannot be accessible to everyone. Obviously those they don’t cater to is not their target market to begin with. Win some, lose some.

This is a really bizarre complaint.

          • Somebodyissilent

What a sad world we live in.

    • Firekitty

Isn’t this just a multiplayer thing? If it were story related, I’d be displeased, but it sounds like it’s just to show off your IRL ‘hometown pride’.

    • Lynx

      Man, incredibly disappointing.

Can’t say I’m surprised though, given that Sony NA’s marketing the Vita as a PS4 accessory instead of its own system and wanting to kill the Vita as is.

      • Somebodyissilent

Yea it sucks. Not sure what their plan for the Vita Tv is.

The dialogue is all done via the voice synthesis software; so the options were laughable English voice synthesis dialogue like a GPS, or the original Japanese, so I guess they picked Japanese-only. You can still write English words into the things you want your assistant robot to say, but they sound pretty average from what I’ve heard.

  • DizzyGear

Doesnt the game grab your location from the GPS like Destiny of Spirits? If so this makes perfect sense.

  • James Reilly

I’m ok with this. The locations might make me give a damn now.

    • LuxbeyTheMechromancer

Haven’t thought of it that way. I like it.

  • I’m representing Siliconera U.S.A. lol

  • MaidKillua

Too bad I probably won’t be able to get online since i’m importing it from America. But I would rather be limited to single player and have a physical copy than play online with a digital one

    • Firekitty

There’s no reason you couldn’t get online, and updates should work, too. You just might not be able to get DLC(if there is any), unless you create a US PSN account to play on.

      • DizzyGear

Freedom Wars has as online pass. So you need an US account to activate it before you can play online.

  • DanijoEX ♬ the Cosmic Owl

    Interesting…maybe there’s one I can represent for Virginia. hahaha…

    • Xenos

You’ll get DC and like it.

  • neocatzon

    *Praying for my city*

  • sakusakusakura_nyo

Does one of the levels have a big arch in it? That could be St. Louis.

  • Ty Austin

Please put in Detroit, wanna represent!

  • Adrian Duran

    New York New York

    • Dark Lord Ash

New York representin’ up in this piece!

  • nick_54g

    murrika strong

    • Warboss Aohd

      it’s not just America.

how many countries do you know who use prefectures in the west?

      • nick_54g

dont know, all our schools teach us is how the USA is the greatest country to live in and how we are Superior and dominate military might that no one can surpass

      • darke

Almost all; but they call them ‘states’ or ‘provinces’ or ‘territories’ or the local language equalivants of them.

I’d probably prefer they keep the Japanese ones since it’s post-apoc Japan after all; it’s not quite like localising one of the ‘warring states’ titles and translating them into world countries instead of Japanese territories, but it’s an annoying change none the less.

  • SerChief

    BOISE I duh hoe!! >_< I can dream…..

  • Josh A. Stevens

    Wait, Europe is digital only?

Come on Sony, really? Am I really going to have to get a mortgage, pay it off, then re-mortgage the house just to get one of your memory cards?

    • otakumike

or you can just delete a few games off the mem card you already own. >_>

      • Juan Manuel M. Suárez

To be fair, that becomes a chore fast. Not to mention, some of the latest games that came out [BL2, KZM, FFX / XII] occupy more than 4 GBs which means that if you have an 8 GB card, you could be pretty much out of space in no time~.

    • Guest

This is the first time I learned about NA physical release. I thought it was going to be digital for everyone.

    • darryl scott

      May have to import
cus either way. it’s gonna be in English

      • Detrimont

        yes… but dlc….

        • -Misaki-

There might even be a pass or something that unlocks online etc. make sure you check before buy.

          • equalequation

The JPN version does use a pass system for unlocking online, btw.

      • Juan Manuel M. Suárez

He’d miss on DLC and we already know there’ll be plenty of it, both paid and free~.

  • Kornelious

Well that’s pretty cool. I guess as long as my city is there (Which it likely will) It eliminates the decision process! :D

  • RawrWata

I hope this doesn’t rule out cross region play for Europe and North American players.

Assuming they do the same thing for the EU version.

  • Daniel Rossevelt

I hope Seattle is one of them. Seattle>Your city

    • Astraea’s Eyebrow

      Woo yeah! Seattle!

  • Kotori Itsuka

Oslo! Get ur ass in the game!

  • Yan Zhao

So wait, do they just rename the locations or do the levels actually change?

  • PlayingSpades

If were doing this then we might as well have Hawaii because I wanna represent my home.

    • powerlessbump

I hope so for the same reason. What would the resource be… Pineapples or tourists would be my guess.

  • Dkmariolink

Nice, so we actually get more content. 3 new cities.

Its new content because each city has different resources to gather.

  • Aaron K Stone

    Neo Los Angeles

  • neogeno

    Awesome. Now, about that
    r e l e a s e d a t e….

  • Lastlight

I hope Boston is in there
But then again New York always steals our thunder

  • ShadowDivz

I hope they put Toronto(not that i live there).
Or maybe il take a German city just because.

  • D. Collins

    Neo Kansas City!!!!!!! BARBEQUE EVERYWHERE

  • Black Heaven

50 cities across the globe right? Not exactly just the 50 states of America.

I hope my country’s city gets included. :(

EDIT: I wonder, wouldn’t changing the city state names affect the game’s Lore or something?

    • neocatzon

Someone below said the game never state city/prefecture of your panopticon. It’s mainly for multiplayer cosmetics.

  • Kai2591

    Please have Neo Brunei LAWL.

    • HassanJamal

Brunei? If that happens, Ill buy every copy.

      • Kai2591

        Well said bro! :)

  • Anthony Birken

    This, I like this!

  • Shadow Rebirth

i doubt South-asia region will be there. well, one can hope.

  • Rabbit

50 cities? I can’t even think of that many off the top of my head. Wait… Why not just use 50 states!?!?

    • Neckbear

Because the west encompasses more than just USA.

  • Kinda sad we wont be “fighting the Japanese” though,(since they have their own “world”) but damm and I though this was going to just like GE:B without many other things to do.
1st time Im happy I was mistaken! MANS AT ARMS! :3

  • Xinen

I just want a release date, and it to come out asap.

  • ShawnOtakuSomething

    thats pretty kool

  • thnkgod4mentlillness

You know, we westerners don’t know anything about Japan so God forbid we have to play a game taking place in Japan.
