Eventually, indie developers will be able to self-publish and later in the future retail Xbox Ones will be able to be used as development kits. For now, developers must apply to become an indie developer and those selected will receive two development kits.

Xbox Independent Games will be able to use features like Kinect, SmartGlass, Xbox Live, game DVR, in-game transactions, DLC, and cloud services. Microsoft didn’t say anything about achievements.
