Capcom has revealed that Shin Akuma is an unlockable character in Ultra Street Fighter II: The Final Challengers. The news was revealed just recently at the Street Fighter 30th anniversary panel Capcom hosted during Comic-Con 2017. You can follow the instructions below to unlock Shin Akuma, however, you cannot use him in local online or Internet battles.
To unlock Shin Akuma, you must do the following on the character select screen:
1. Select Ryu, cancel on Color 1
2. Select Ken, cancel on Color 9
3. Select Sagat, cancel on Color 8
4. Select M. Bison, cancel on Color 7
5. Place the cursor on Random, press L and R at the same time
