In order to unlock all functions and features associated with Materia, players must progress through the story of Final Fantasy VII Ever Crisis. This will unlock the Sealed Tower of the Cetra and the ability to Enhance Materia. However, you cannot make full use of this feature until you can begin to Synthesize Materia. This is also unlocked by progressing through the story, and the game will provide an alert once you have unlocked this feature.
After getting the unlock notification, this is when you can actually start to upgrade your Materia properly. Now that you can Synthesize, you can create Materia of different “grades” at random. This means that you have the ability to create 2-Star and above Materia that you can Enhance by feeding lower “grade” Materia.
