Okay, so obviously the best Light Cone for a Jing Yuan build in Honkai: Star Rail is the five-star HoYoVerse made for him: Before Dawn. It’s designed to increase his critical hit damage, as well as damage from his Skill and Ultimate. Then, whenever he uses his Skill or Ultimate, he gets the Somnus Corpus effect that boosts his follow-up attack damage.
If you don’t want to try and pull for that on the Event Wish, the four-star Geniuses’ Repose is something of a budget version of it. It increases his attack and increases his critical hit damage temporarily after he knocks out an enemy. I’d also say The Seriousness of Breakfast, which would increase his damage and boost his attack up to three times for each defeated enemy, could be a good fit.
The available three-star Light Cones at the moment aren’t really spectacular for Jing Yuan. However, if you have nothing else, Passkey could be good. It regenerates energy whenever he uses his Skill, meaning he’ll get to unleash his amazing Ultimate more often.

There’s one right answer for a Relic set for a Jing Yuan build in Honkai: Star Rail, and that’s Band of Sizzling Thunder. You can find it at the Cavern of Corrosion: Path of Holy Hymn in the Xianzhou Luofu Cloudford area. If you only get two pieces, it will increase his Lightning damage by 10%. He’ll do a lot of that with his Skill and Ultimate. If you get all four pieces, then his attack will go up by 20% for a turn after using his Skill, which also benefits him (and you).
