Yes, it is possible to romance Caldarus. Or, at least, it will be in the near future. Caldarus is one of the many romanceable NPCs you can woo to eventually marry once that feature drops down the line. To romance Caldarus, you will need to start the game and fix the dragon statue east of your home, which will pretty much automatically early in the main story.
