There are four new snipers in this game, and all of them are pretty fast, including even the .50 KATT-AMR. That said, the Longbow, KV Inhibitor, and MORS offer the fastest speeds for quickscoping.
Of these two, I prefer and recommend the Longbow. It has an unbelievably large magazine size and solid fire rate, which make it almost like a mix of a marksman rifle and AR with a sniper. This makes it perfect for quickscoping as well. It is actually good for this right out of the box without adding any attachments, but you can tweak it to make up for its range of flaws if necessary.
