While Creek does show up in an antagonistic role in every route in Part 1 in Fire Emblem: Fortune’s Weave, certain circumstances may make you think he’s also a character you can recruit. He is! However, you need to complete a side quest he’ll offer in Dagsion in Part 1 in order to get him to join.

Okay, so I’ve seen the Creek recruitment quest show up for both Dietrich and Leda in Fire Emblem: Fortune’s Weave. In what’s essentially the equivalent of October, you’ll find him in Dagsion with a side quest called “My Late Sister’s Accessory.” This involves going to Axiom Gorge in the very south of the map to retrieve a Violet Broach keepsake that was stolen from him. The deadline for this in both routes is 10/15, and it will always appear in a playthrough even if you already completed it in a different run. The reward for the errand (at the time) is very basic and only nets you 100 Renown and 3,000 gold.
Here’s the quest assignment, which also shows where you’ll need to head on the map.

The pay-off then comes in Part 2 of Fire Emblem: Fortune’s Weave since that’s when you will actually get the chance to recruit Creek. He’ll appear as an opponent when this portion of the story begins. However, in the “Taking Agris Stronghold” battle in War Chapter 2, there will be a number of narrative elements focusing on the character and both he and Nathan will again show up as enemies. During this fight, if you completed “My Late Sister’s Accessory,” he will admit that he “owes” you and then join your forces.
Creek joins as a Bardinger at level 40. (Or at least he did in my route.) He came equipped with a Whirlwind Blade and had an Iron Sword +3, Iron Spear +3, and Javelin +2. His Steady Hands Personal Ability gives him AS+3 and Avo+10 if the enemy attacks him first. He also knew the Combat Arts Crosswise Cut, Haze Slice, and Skysplit when he arrived.
