How to Handle Independent Powers and City-States in Civilization VII

One key feature of past games in this series has returned in the form of City-States and independent powers in Civilization VII. These are the AI-controlled nations that you will come across in matches outside of the core up to eight players and civilizations that are in a match. But how should you deal with befriending or conquering City-States in Civ VII?

How to Befriend and Become Suzerain in Civ VII

The independent states are the ones you come across that are completely neutral and always controlled by the computer. Many times, they will be tribes and even hostile right from the start. That said, it is possible to negotiate using Diplomatic Actions to get to know a particular City-State better and make friends with them.

The key here is to have plenty of Influence. This is a particular resource you can use to increase your relationship with one of the independent powers. Do this enough and you will fill the relationship bar with that City-State to become its Suzerain. This will grant you a bonus you can use in the Age to get a neat advantage over the competition and the more peaceful route you can take with neutral parties.

How to Beat and Conquer City-States in Civ VII

On the other hand, you can treat the independent powers and City-States in Civ VII like vassals if you’d like. What you can do is raze their civilization, burn them to the ground, and start all over again with a new one. To do this, you want to locate the main settlement where the City-State is located.

Then you need to send your troops there. You will likely need to fend off some enemy soldiers in the process. Once you are able to successfully get a unit to the middle of the City-State, you will have the option to destroy it. This will allow you to take over the land here and occupy it as a new settlement.
