Peppe may seem super friendly in Fire Emblem: Fortune’s Weave, but his recruit requirement is surprisingly challenging. This is because he’s tied to a Paralogue you wouldn’t expect. So even if you’re on a route where you only need the Support level at 1, like Cai, you will have no luck unless you manage to be around Dagsion to take on a side quest from Gabriel just outside the Arena in what’s essentially the Dagda equivalent of “September.”

The biggest hurdle for a person who wants to recruit Peppe in Fire Emblem: Fortune’s Weave is taking part in Bertrand’s Paralogue. It only shows up for about basically a week in Dagsion, maybe less if you’re playing as Dietrich. Speaking of characters, only Cai, Dietrich, and Theodora can even get Peppe. This is because Leda isn’t able to go through the Bertrand Paralogue for reasons. Basically, be in Dagsion on 9/17 if you want this character.
If you actually meet up with Gabriel outside the arena and take part in the “Friendly Match with Brigid’s King,” then things become a lot simpler. Winning that fight, which involves Bertrand and you beating more Giants than Peppe and his allies do, isn’t terribly difficult.
Which means the only challenge after that comes from meeting Peppe’s Support and Renown requirements. These vary from person to person. In Cai’s, he’ll join after Support Level 1, but needs Renown Level 9. Theodora needs Support Level 2 and Renown 7. Dietrich only can get him at Support 3 and Renown 8. In each case, giving Peppe training and archer-related items, like Training Weights, can help. He’s also pretty easy to please when it comes to meals at the City Inn.
