That plot was scrapped when Platinum Games came on board to create Metal Gear Rising: Revengeance. The story is set after the events of Metal Gear Solid 4 where Raiden is one of many cyborgs. Raiden is sent to a developing country ravaged by civil war unaware he’s about to fight an army of cyborgs. Platinum Games also dropped the stealth elements from the original game design to make Metal Gear Rising pure action.
