Here is the official announcement:

While this does mean people can’t participate in Tera Raids to get Great Tusk and Iron Treads in Pokemon Scarlet and Violet, both are rather readily available in each games. Both can be found in the Area Zero endgame location alongside other Paradox Pokemon. However, you’ll only see Great Tusk in Pokemon Scarlet, and Iron Treads is limited to Pokemon Violet.

However, it is otherwise impossible to get Chesnaught in Pokemon Scarlet and Violet. It and other starters have only been available via these special Tera Raid events.

Pokemon Scarlet and Violet are available for the Nintendo Switch.
