Marco tells us (thanks!!) Nintendo: The Official Magazine published by Future Publishing in the UK appears to think so. Captain Rainbow is sitting on their release calendar with a “TBC” release date. However, I wouldn’t jump out of my seat yet since this could be a placeholder just like the “TBC” release date like Sky Crawlers and Soul Eater. Localizing Captain Rainbow looks like a difficult task since many of the characters are obscure in Japan and completely unknown in the West. If Nintendo chooses to pick up Captain Rainbow they might be better off switching characters like Mappo from Giftpia out with someone more internationally memorable like the dog from Duck Hunt. Another option for Nintendo is to only have Japanese characters that never appeared in Western releases and make jokes about why they never got localized. The latter idea probably wouldn’t sell as well though.
While we’re waiting for some kind of announcement lets look at more B-list Nintendo characters making cameos in Captain Rainbow. (Side note: Here's the first list.)
