At PAX West 2018, NIS America had plenty of announcements at its panel. One of which was a western release date for RPG Maker MV, the creation software that will allow Nintendo Switch, PlayStation 4, and Xbox One owners to make and share their own RPGs. It will make its debut on February 26, 2019.

That means there will be about a three month delay between the Japanese debut and its worldwide release. RPG Maker MV received a November 15, 2018 release date for that region. That is when people can get the game or the free RPG Maker MV Player that will allow people to download games other people have made.

As a reminder, RPG Maker MV is immediately available for PCs. You can also find RPG Maker Fes on the Nintendo 3DS.
