People can already visit the official placeholder for the Honkai: Star Rail Special Program. It teases which characters will debut in this new update. Imbibitor Lunae and Fu Xuan both will appear as hosts alongside Owlbert and Sushang. Both of those characters appeared in the story ahead of their playable debut, with Imbibitor Lunae being especially notable in the last Trailblaze Mission quests on the Luofu.

We do still have two activities going on in-game ahead of the update. Kafka and Luka joined the roster of playable characters. There’s a Kafka companion mission that appeared once her banner started. As for events, the Underground Treasure Hunt is running until August 28, 2023.

Honkai: Star Rail is available for the PC and mobile devices. The 1.3 update is expected to appear on August 30, 2023, the day after the Kafka banner ends on August 29, 2023. The Honkai: Star Rail Special Program for 1.3 will air on August 18, 2023 at 4:30am PT/7:30am ET.
