Some Fire Emblem: Fortune’s Weave characters can be a pain to recruit because of limitations, and Gaitz absolutely qualifies. It’s not super difficult, mind you. There are just a number of caveats that require you to do certain things in order to ensure he makes it to Part 3.

There are basically four barriers keeping you from getting to recruit Gaitz in Fire Emblem: Fortune’s Weave. Technically five, but I’m not even going to count his Renown requirement as being an issue. Yes, he needs you to be at level 10, but you should already naturally meet that by the time his other caveats are met.
The first issue is that you need to be Dietrich to recruit Gaitz. He will not join on any other Part 1 route.
The second is that Gaitz is tied to the Bertrand Paralogue called “Friendly Match with Brigid’s King.” This is only available to Dietrich in Dagsion on 9/17. You have to be in the city during the day, outside the Arena, for Gabriel to be there and offer you this side quest. If you don’t take that on and clear it, you aren’t getting Gaitz.
As an aside, Gaitz isn’t the only Fire Emblem: Fortune’s Weave character who is tied to the Bertrand Paralogue when it comes to trying to recruit him. Peppe is as well. However, you can get Peppe if you are following Cai or Theodora’s routes and not just on Dietrich’s.
Okay. You are Dietrich. You finished Bertrand’s Paralogue. What next? Well, Gaitz needs Support Level 3. I found he really enjoyed the coffee and tea gifts, so stocking up on coffee from the tavern in Dagsion lowtown for him helps. (He’s a little finicky when it comes to City Inn meals, but those help too!)
Finally, the last barrier is finishing Chapter 11: Twisted Love with Dietrich. If you do that, then you can pick up Gaitz in Chapter 12.
