Max only ended up being playable in one Streets of Rage game until now. He showed up originally in Streets of Rage 2. However, he was in the next two games too. Just he was a background character in one and a boss character in Streets of Rage 4.

Here’s the first Streets of Rage 4 Max Thunder footage from the Mr X Nightmare DLC.

This makes the second character to be upgraded from a boss to a playable person. When the companies announced the new add-on, Estel was confirmed as playable. If the developers are going to follow the trend of making some bosses playable in the DLC, then people like Shiva could be a possible playable character. (You could play as him in Streets of Rage 3.)

Streets of Rage 4 is available for the Nintendo Switch, PlayStation 4, Xbox One, and PC. The Streets of Rage 4 Mr. X Nightmare DLC will appear in 2021. Its Steam listing is now available.
